But Churchill executives say the Louisville track is having a hard time competing for horses because tracks in Indiana and Pennsylvania can fund higher purses with revenue from expanded gambling, such as slots. "We do not believe that tracks without slots can compete over time for horses with those tracks that have slots," Bob Evans, chief executive of Churchill Downs Inc., said last week in a conference call to discuss the company's financial results.
